Joycee Black

Joycee Black joined IEL as the Senior Program Manager in October 2024. As Senior Program Manager, Joycee manages the technical assistance initiatives for the transition programs. She holds a master’s degree in industrial/organizational psychology and an MBA, both from Roosevelt University. She has a robust background in non-profit management and a skill for fostering organizational growth through innovative solutions. For over 10 years, she has been designing and implementing workforce development programs for adults and youth, improving employment placement, employee retention, program effectiveness, and industry credentialing for program participants.

Prior to this role, Joycee was the Senior Manager of Training at Cara Chicago, a nationally recognized employment social enterprise, where she was responsible for the guidance and integration of behavioral intervention programming for employees, participants, and community partners. Joycee’s earlier career included impactful roles at Lawrence Hall, where she managed restorative justice and job readiness programs for justice involved youth and youth in care, and at the Boys and Girls Club of Greater Cincinnati, where she successfully increased college acceptance rates among disadvantaged youth.

Active in her community, Joycee is a member of Zeta Phi Beta Sorority, Inc. She is committed to driving positive change in organizations and empowering individuals to reach their full potential.
