Senior Program Manager – Youth Leadership and Transition Initiatives

Position Overview:
Reporting to the Vice President of Youth Leadership and Transition Initiatives, the Senior Program Manager is responsible for managing the day-to-day work of one or more technical assistance initiatives and related projects. The Senior Program Manager works collaboratively with the Vice President to develop work plans, assign and supervise team members, including staff and consultants to achieve initiative objectives. The Senior Program Manager supports business development efforts to expand technical assistance, policy, and evaluation projects to improve employment and transition outcomes for opportunity youth.

The Senior Program Manager will be highly knowledgeable about federal grant management, youth development, leadership, workforce development, mentoring and youth transition programs, particularly the implementation of multi-site initiatives that require multi-agency collaboration at the state and local levels. The individual must have strong oral and written communication skills, experience in data management and reporting, and have demonstrated success working collaboratively with teams and Non-Profit organizations.
The Senior Program Manager must possess initiative and be able to take the individual lead on projects and work plans and be capable of balancing multiple priorities at the same time.

The Senior Program Manager is responsible for designing and implementing transition programs; assumes primary responsibility for overseeing the day-to-day implementation of the program; delivers technical assistance to sites; completes reports and research collection; and plans and conducts monthly calls and annual meetings.

The Senior Program Manager serves as the primary point of contact for the client and supervises staff assigned to the project.

Major Responsibilities:

Program Leadership and Strategy:
– Identify and obtain needed resources for sites and project teams
– Design and implement a communications strategy for sites, funders, and the field at large
– Support business development efforts to expand technical assistance, policy, and evaluation projects
– Develop and maintain relationships with funders, partners, and consultants

Project Planning and Execution:
– Establish work plan, assignments (staff and outside entities), and timelines
– Work with team members and consultants to ensure objectives and scopes of work for deliverables are clearly defined and technical assistance products and activities are delivered on time and meet customer expectations and goals
– Work with team members to identify and communicate success stories, innovative strategies, and results to inform project and IEL-wide communications and media
– Design and maintain project timelines to include monthly calls, site visits, webinars, reporting, and annual meetings
– Develop and lead monthly and quarterly call agendas, webinar topics, technical assistance activities, and annual meeting sessions
– Coordinate and manage all aspects of assigned projects, including training and development, technical assistance, and data collection and evaluation, including design and maintenance of project database
– Write and edit reports, presentations, and other major products
– Oversee development of info briefs, blogs, lessons learned, and other project-related materials

Performance Monitoring and Reporting:
– Provide on-going technical assistance to sites, including clarification of grant requirements, performance measures, foundational materials, data collection tools, and reporting forms
– Ensure timely submission of reimbursements and expenditures in accordance with IEL financial guidelines and procedures
– Oversee collection of research data, analysis of data, and completion of quarterly reports to ensure timeliness and accuracy

Qualifications:
– Bachelor’s Degree in related fields (master’s degree preferred)
– 7 – 10 years of work experience, preferably in workforce development, youth development, federal grant management, education, or a related programmatic arena at the state and/or local levels
– Strong interest in promoting equity for opportunity youth including youth with disabilities
– Documented skills in multi-site, multi-agency project coordination and collaboration
– Experience conducting research, translating research into practice, and providing technical assistance to sites
– Excellent oral and written communication skills
– Strong organizational and project management skills
– Experience in staff supervision and development
– Experience in evaluation, managing data, and writing reports
– Proficiency with Microsoft Office software and database packages
– Experience with basic Web-related software, design and content management
– Demonstrated capacity to work as a team member

Compensation: Salary in the range of $90,000-$110,000 depending on experience with comprehensive health, dental, retirement, education, and professional development, and life insurance benefits.

Duty Station: IEL is a Washington-based organization. This position is fully remote.
