Carmen serves as the vice president of communications, marketing, and policy. She is responsible for IEL’s public-facing and internal communications, policy strategy, and stakeholder outreach. Drummond brings to IEL experience in private, public, and not-for-profit organizations.
Most recently she was the chief of staff at the Learning Policy Institute (LPI), an independent education think tank that conducts high-quality research to help stakeholders advance evidence-based policies that support equitable learning. She was responsible for managing the day-to-day operations and facilitating and supporting the implementation of the president and CEO’s strategic vision.
Prior to LPI, Carmen served in several roles at the U.S. Department of Education. Most recently, she was the chief of staff in the Office of Career, Technical, and Adult Education. She also served at the U.S. Departments of Labor, Veterans Affairs, and Homeland Security, and she worked in the U.S. House of Representatives and on various political campaigns.
Carmen holds an M.A. in Political Communication from American University, and a B.A. in Political Science and Communication from California State University Fullerton.
